Beyond the money from the EU Funding Period there are European and National monetary resources (grants). Financial Engineering Instruments (FEIs) and financial tools offer possibilities for disbursement of EU Funds from these grants. EU Member States just begin to development and implement these financial tools and face different questions:

1. Which financial tools ensure smooth and wide absorption of the EU Funds?

2. What kind of financial tools were successful in other European regions?

3. What changes does the COCOF Note 3 from 2011 introduce?

4. Can resources from different Funds be combined for setting-up a unique financial instrument?

This practical seminar combines legal background with aspects of establishing the FEIs. Participants learn how to develop and use FEIs and how to implement financial tools for efficient absorption of the EU Funds.
