Central and East European Member States and the introduction of the euro: How can we explain the differences?

The 2003 Treaty of Accession, that spelt out the conditions for ten new member states (NMS) joining the European Union in 2004, stipulated that all NMS should adopt the euro in due course. To date four NMS have actually adopted the euro. The other six NMS, that joined the EU in 2004, are still outside the euro area. Why do NMS have different speeds with which they adopt the euro? Were those NMS that joined the euro more committed to euro adoption at the time than those that eventually stayed outside? Were the economic fundamentals markedly different? Are those still outside not really keen to adopt the euro, or are their administrative, political and economic circumstances not conducive to speedy euro adoption? This presentation will shed light on these questions. It reviews the cases of the ten NMS that joined the EU in 2004, examines various plausible theoretical explanations of the divergence, and offers an analysis of which factors are most important in influencing the speed of euro adoption in Central and Eastern Europe.
