Britain’s Secret Intelligence Service (SIS) is one of the most secretive organizations in the world. It has no archive and no historian has ever had access to any of its records dating from later than 1949. The history of its operations during the Cold War is largely unknown.

The German Bundestag’s Law on the Stasi Records (Stasi-Unterlagen-Gesetz) of 1991 promises to change this. The law applies the principle of freedom of information to the records of the German Democratic Republic (GDR)’s notorious state security ministry, or Stasi. In so doing, it sheds some light on the operations not only of the Stasi but also of the secret services against which it operated.

The records establish that SIS and other British intelligence agencies were very active in the GDR in the early Cold War. They show that SIS was a very skilful and successful service until the late 1950s, when its operations were utterly undone by the traitor George Blake. From the early 1960s until the end of the Cold War the GDR did not rank highly as a British intelligence priority and operations against it were on a modest scale.

Dr Paul Maddrell is Lecturer in International History at Aberystwyth University, Wales, Great Britain, where he teaches courses on the history of Communism, the foreign policy of the Soviet Union, the foreign policy of the two German states during the Cold War, and the history of intelligence and security. He has published Spying on Science: Western Intelligence in Divided Germany, 1945-1961 (Oxford: Oxford University Press, 2006), as well as many articles and book chapters on the history of intelligence and German history. He is a Fellow of the Royal Historical Society.
