Sir Emyr Jones Parry will review the process of devolution in the United Kingdom, with particular regard to Wales. Governance in the UK has changed markedly since 1998. He will describe the pressures and process of devolution, which today takes an asymmetric form with different arrangements in each of the four nations. How does this work in practice and what are the particular characteristics and anomalies of the current arrangements? How is the EU dimension handled? Is Britain heading for a federal structure?
Born and brought up in Wales, Sir Emyr Jones Parry was educated as a physicist at Cardiff and Cambridge universities. After post doctoral work he joined the British Foreign Service in 1973. After a substantive posting in Canada, he took up EU work in London immediately after Thatcher's election. He pursued multilateral diplomacy until his retirement in 2008. 22 years of EU work culminated first in his being the responsible Under Secretary in the Foreign Office for EU affairs and then its Political Director. His last two roles were as Permanent Representative to the North Atlantic Council in Brussels and then to the United Nations in New York. In 2008 he was asked by the Welsh Assembly Government to preside the All Wales Convention and report by end 2009 on the future powers of the Welsh National Assembly. He is also the Chancellor of Aberystwyth University.
