The talk analyses the development of responsibilities at EU level for the ‘integration’ of foreign nationals, known as ‘third country nationals’ in EU parlance. This has become a significant area of activity since the Treaty of Amsterdam in 1997. The talk investigates why competencies have developed, explores the relationship between ‘supranational’ and ‘national’ issue framing, examines the sources of power that legitimate EU action in this area and relates this debate about immigrant integration to more fundamental notions of ‘unbundled’ or ‘rebundled’ territoriality in the EU and thus to core dilemmas of regional and global governance.
