Nation-building and the end of neopatrimonial democracy in Ukraine

The war in Ukraine brought up new questions for researchers in the field of international politics and security as well as in political theory and nationalism studies. The process of nation-building in Ukraine was considered unfinished. Despite the fact that many scholars have seen Ukraine as a divided country, we are now observing a rise of unity among the Ukrainian people and their readiness to defend Ukrainian independence and freedom. Moreover, the consolidation of democracy can be put in place as the consequence of war when democracy becomes “the only game in town”. Before the war, the political regime in Ukraine was defined as a neopatrimonial democracy, in which rent-seeking has been a key engine of political competition. The victory of Volodymyr Zelensky in the 2019 presidential election highlighted the important feature of Ukraine’s neopatrimonial democracy: The winner emerged from a highly competitive political struggle, the results of which were unknown in advance. But the features of patrimonialism in Ukraine have been explored through the lens of polarization of society and the competition of patron-client networks. Therefore, it is important to understand how the rise of solidarity inside Ukrainian society will impact neopatrimonial democracy.

Dr. Uliana Movchan is an Associate Professor at the Department of Political Science in V.N. Karazin Kharkiv National University and an expert at the European Expert Association (Kyiv). Her research interests concern the issues of institutional design, peace-building, Ukrainian political system, patronal politics and power-sharing. She currently has a research fellowship in Tübingen funded by the special support programme for researchers@risk from Ukraine.
